New Mexico Gov. Michelle Lujan Grisham is unveiling a plan to make college tuition free for in-state residents today, the New York Times reports. If passed by the legislature, it’ll join New York’s Excelsior Scholarship as one of the most progressive state-level college financing plans in the country.
